Lead Payroll Analyst

The California Independent System Operator (ISO) manages the flow of electricity across the high-voltage, long-distance power lines that make up 80 percent of California's power grid. We safeguard the economy and well-being of 30 million Californians by "keeping the lights on" 24/7.
As the impartial grid operator, the California ISO opens access to the wholesale power market that is designed to diversify resources and lower prices. It also grants equal access to 25,865 circuit-miles of power lines and reduces barriers to diverse resources competing to bring power to customers.
The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently-managing the electron traffic on a power grid we do not own-making sure electricity is safely delivered to utilities and consumers on time and reliably.
Under the general direction of the Manager, serves as the team lead by overseeing all payroll functions, processes and related activities to ensure timely and accurate delivery of payroll. Responsible for analyzing, auditing and reconciling California ISO bi-weekly payroll in accordance with applicable state and federal laws. Prepares compensation, accounting and related reports for executive management. Processes and audits retirement plans and executive compensation programs. Responds to complex inquiries regarding wage, hour, FLSA guidelines and payroll taxes. Utilizes payroll and systems knowledge to administer policy and resolve issues.

What You Will Be Doing
Primarily responsible for oversight and administration of payroll and related activities to ensure efficient and effective payroll processes and procedures in compliance with state and federal regulations.
Provides subject matter expertise on payroll processing, related business rules and applicable state and federal regulations, processing and auditing retirement plans and executive compensation in conjunction with governing plan documents.
Coordinates and ensures the accuracy of any special payments (e.g., termination checks, incentive payments, spot bonuses, garnishments).
Responds to complex inquiries regarding wage, hour, FLSA guidelines and payroll.
Creates and maintains process documentation.
Takes a lead role in resolving any issues or discrepancies related to payroll reports and to ensure accurate balancing and reconciling of payroll general ledger accounts, check registers, budgets, and financial statements.
Serves as primary point of contact with internal personnel and external vendors as necessary to resolve any issues related to payroll and associated taxes and deductions.
Keeps management apprised in a timely manner of issues that jeopardize payroll and their current status and plans for resolution.
Responsible for the accurate preparation and reconciliation of accounting reports and documents (e.g., payroll registers, 401(k) reports).
Prepares compensation, accounting and related reports for executive management.
Provides payroll data and assists with governmental reporting, compliance, and related audits.
Identifies opportunities for payroll process improvements and provides guidance on payroll system design changes and implementations.
Provides guidance, sets daily work assignment priorities for staff as needed.
Identifies staffing needs and mentors, coaches and trains staff to optimize the team.
Provides feedback to management regarding staff performance in support of the performance evaluation process.
May participate in department hiring activities such as interviewing and providing feedback on candidates' technical qualifications.
May function as a Department Manager and is accountable to Manager for actions taken in Manager's absence.
May be granted additional supervisory authority based on department needs and/or consistent with departmental succession planning.
Skill / Requirements
Level of Education and Discipline
A Bachelor's degree (BA, BS) or equivalent education, training or experience in Business Administration, Human Resources, Finance, Accounting, or related field.
Master Degree preferred.
Amount of Experience
Equivalent years of education and training, plus six (6) or more years related experience.
CPP Certification highly desired.
Type of Experience
Experience processing payroll for an organization with 500+ employees with responsibility for the entire payroll cycle.
Experience interpreting and applying tax principles, federal, state, and local wage and hour laws and benefit accruals to payroll processes as well as accurately processing and auditing Executive Compensation and 401(k) plans.
Experience with mid to large size automated payroll, HR or Finance systems and reporting queries required.
Ceridian or Oracle experience desired.
Proficient in Microsoft Office suite with advanced Excel skills required.
Team lead, project management or supervisory experience desired.
